(Yet Another) Dog Day Afternoon

Problems still plague embattled Louisville Metro Animal Services

Darlene Kelly was at home with her 83-year-old mother when the trouble started. A contingent of Louisville Metro Animal Services officers had arrived on her property and informed Kelly, a longtime volunteer with MAS, that they received a complaint from a neighbor about her dogs. If she didn’t open up, the officers told her, they would be forced to confiscate her pets.

“The complaint was that I had a lot of dogs,” says Kelly, whose job as founder of the state-licensed Advocate 4 Animals rescue group has her boarding multiple animals at a time. “There were no complaints about them attacking anybody or about them getting out, just that I apparently have too many. The ordinance says nothing about having ‘too many animals’ if they’re properly licensed.”

Upon opening the front door to speak with the animal control officers, Kelly says the lead officer swung open the outer screen door and barged in, leading the uninvited throng into her home without a warrant.

The animal control officers told Kelly she would need to license her two rescued dogs (which it turns out didn’t need licensing because Kelly was nursing the animals to health with the intention of giving them away) and that her home’s standards of cleanliness weren’t up to snuff.

“It’s funny they would cite me on cleanliness,” she says. “I went out to their shelter just a month ago. There was a pit bull that had three piles of feces in its cage. I pointed it out to some people, and a few hours later no one had cleaned it up.”

When all was said and done, the case against Kelly was dismissed — but not before she registered a complaint of her own with the Louisville Kennel Club, whose president, Donna Herzig, says they’ve been getting more reports of illegal searches and seizures conducted by animal control officers than she can count.

“I can’t even tell you how many calls we’ve received this year,” says Herzig. “But we’ve gotten them, (our attorney) Jon Fleischaker has gotten them, too. It’s a jack-booted, kill-all-the-animals, make everyone afraid of us approach, just like they operated under Meloche.”

Herzig is referring to the spate of smash-and-grabs conducted by animal control officers under the tenure of former Metro Animal Services Director Gilles Meloche, who, along with current Director Wayne Zelinsky, was named in a second sexual harassment lawsuit last week, raising questions about Zelinsky’s role in the dysfunctional state of affairs plaguing MAS.

“We’re not doing anything that is illegal,” says MAS spokeswoman Jackie Gulbe. “Our officers are doing what they’re supposed to do, which is enforcing the dog ordinance. Our staff is doing the best they can given extremely limited means.”

The majority of complaints lodged with the Louisville Kennel Club and reviewed by LEO Weekly allege that operations under Zelinsky haven’t changed much from his predecessor, and that many of the animals (particularly cats) at the 3705 Manslick Road shelter are afflicted with serious, lethal diseases — i.e. pasteurella, feline herpes, coccidia, and the incurable calicivirus — which Kelly and other sources close to the shelter say are mutating to the point of becoming untreatable.

Although Gulbe says she hasn’t heard anything about mutant feline diseases (“It sounds like a horror film,” she says), she notes that they’ve had to rearrange the cat kennels to inhibit disease communication, and that the building was never really designed to treat animals, only to house them.

“It was built to warehouse animals,” she says, “and, sadly, to euthanize them.”

Meanwhile, Herzig hopes more of these complaints will go to trial now that she and Fleischaker have deduced the Metro dog ordinance carries potential criminal liability and, therefore, allows people like Kelly access to a public defender to address grievances against MAS.

“Until these animals have a fighting chance of living,” says Herzig, “We’re not going to stop. The people in this community need to feel safe in their homes, and to not worry about someone unlawfully taking their property.”

Metro Councilman Kelly Downard, R-16, was disappointed to hear of the new round of complaints.

“That surprises me,” says Downard, who is a member (and former chairman) of Metro’s Government Accountability and Oversight Committee. “My understanding was that Capt. Zelinsky would cease and desist on this. The complaints that began (under Meloche’s tenure) were because ACOs (animal control officers) had no warrant. These ACOs are supposed to be peace officers, and they are required to follow the law like any other peace officer. To enter into someone’s home like that without a warrant is unacceptable.”

Downard also says he hasn’t heard anything about untreatable diseases, but ultimately isn’t surprised given the current conditions in which MAS employees must work.

“It should be bulldozed,” he says of the Manslick Road facility. “I don’t know how it could be remedied. It’s so dirty and old and run-down.”

He also is skeptical of whether MAS’ planned expansion facility, at 3520 Newburg Road, is big enough to relieve the problems of the Manslick shelter, and questions the decision of the mayor to appoint Zelinsky as de facto director given Zelinsky’s alleged involvement in illegal goings-on at MAS.

“It’s a mystery to me about the whole system of management out there,” Downard says. “I truly don’t understand it, but I’ll be looking into it.”

Yes, truth is stranger than fiction. And MAS is stranger still. What's so sad is that people and animals lives have been so tragically impacted by these petty tyrants on power trips. OVER DOG LICENSES!!! All because these dysfunctional personalities have convinced themselves that they have a right to interpret the law as they see fit and nobody in authority will do anything about it. Jackie Gulbe’s continuing defense of this shameful mess with her lame and bogus excuses means that she’s part of this cruel regime. They must all go. The Newburg Rd facility is a cruel joke on our homeless animals and the tax payers of Jefferson County. What a waste of time, resources and money. It’s a boondoggle concocted by the Mayor and Meloche to make the people think that Meloche was actually doing something constructive. Meloche and constructive is an oxymoron. Go out there and see for yourself. How many good employees at MAS will have to quit or be force out or fired? How many animals will die of disease when they could have found a home? Thanks again to LEO and Jonathan Meador for their commitment to the animals and citizens of this community and for helping to give a voice to the voiceless. There will never be enough money to fund this Department which is committed to killing animals, sitting on their hands while animals suffer and die and who spend a great deal of time threatening all the citizens. Why does anyone think that hiring Meloche, a person with a record of consistent failures and Capt. Zelinsky, a person with NO experience in successful sheltering and animal control, is going to lead to success? Time for a change. It begins at the top. WE NEED AN ANIMAL CONTROL DIRECTOR WITH A PROVEN TRACK RECORD OF SUCCESS AND PUBLIC SERVICE( now that's a novel idea)! Given the spiraling downfall of LMAS, it is going to take more than a bulldozer to right this thing. Always the optimist, I believe that with the right director-one with a history of accomplishments, this community, based on its love for animals and their people. can make it happen. Hopefully we will elect a mayor with a commitment to "Get 'er done!"

Need a New Mindset at MAS

I first would like to thank Jonathan Meador for stepping up to the plate in his boldness to expose an awful truth in our city. There are not too many people who would have that kind of guts. Kudos to Mr. Meador! Metro Animal Services is still referred to by the locals as The Pound. It seems to have gotten worse. I believe new thinking and new blood needs to be in charge there. As Ms. Gulbe so grimly pointed out, “It was built to warehouse animals and, sadly, to euthanize them.” The building is not the problem but the mindset is to take them in and euthanize them. I personally believe we need someone who can "market" these defenseless animals. Look at Shelby County. They are a state run facility and they are NO KILL!!! How did they get that way? RESCUES!!! Rescues carefully know how to screen applicants and can even transport them to places that have more restrictive laws and, therefore, cannot find adoptable pets. Rescues give loving homes, well fed, safe living quarters and vet care while waiting for their forever home. All these pets need is just a little more time until we can find the right match for their forever home. Metro Animal Services needs to work WITH the Rescues and not against them! We can make MAS a no-kill shelter with volunteers galore if they would just work WITH the people. Upon a recent visit to MAS, I found this precious teacup poodle laying on the floor with open sores on him and he was shivering. I tried to adopt him but was told "It should not have been out there for the public to see. He's being rescued." When I pressed further about which rescue, I was told they did not know. Also, we need the Dog Ordinanace cleaned up to where a common person can read it. What does three dogs quartered mean? Three dog kennels? Three dogs at a time? Three dogs in a yard? No where does it state how to apply for a Rescue license; is there one? So many questions and no one to get an answer from. If you ask three people at MAS, you will get three different answers. It's about the animals, Louisville! Are we afraid to step up and help? Together we can stand but united we fall. Let's vote someone in who can make a difference in the lives of these defenseless babies. Don't turn your back on them but speak up for them. We are their only voice. I might not be able to save all of the dogs in the world but it means the world to all of the dogs I do save.

The Solution to This Mess

The first step towards a real solution to this mess is for people to stop making and buying into statements like "this place was built to warehouse & kill animals". That's NOT it's purpose. It has no plaque, sign or emblem stating that, and was never dedicated to that cause. It's just a set of buildings--their purpose is given to them by the people who work there. Ms. Gulbe's statement is extremely revealing of the mindset which has been standard at the shelter for the last six years or so: warehouse & kill. I don't believe that's what the taxpayers of Jefferson County want, and I'm certain it's not what their pets want. So, how do we change it? By putting the right person in charge. Someone who has the experience, vision and personal integrity to see the potential of the place. Someone who--instead of death--sees life as the option for the animals there. And, while rescues are a part of that, they aren't the entire solution. PandJ SouthWest -- In all fairness for LMAS, prior to merger this place was worse then it is now, as for as dirtyness, killing, and storage. I worked for Metro for years, before and after merger and I supported this agency. Since Meloche came he actually cleaned up the place and hired more people and volunteers to straighten it up. The animals are more spaced within the place and before merger the employee's there did a great job of cleaning. The only bad thing was the smell, which is now only in the back building where the new veterinarian space was put in. Before it was a 6x6 room. Major improvement. It is also funny how under staffed the place was before merger and the employee's there kept the place clean, where the cats stay it never smelled and was cleaned up. Now, not so much. I could tell just in the new staff working there on the kennel side, they did not seem to care to much. The new adoption center is great!!!! they created cat rooms and changed the front office around where they can function and wait on people. Jackie Gulbe is right years ago the center was only built to house and kill. Louisville acts like it did not know this? What gives with that? They need a new shelter built for what they are trying to do now. Adopt out animals and spray and neuter pets. SPOT is great!!!! As far as the ordiance goes, if it is so illegal why doesn't the government have their so called county attorney's office / legal department fix it. Don't understand that one either. I know Capt. Zelinsky and I honestly believe he is doing the best he can. If someone would take the time to understand and comprehend the Animal Control Officers and their role in making sure the current ordiance is being upheld and then back to the legal department, correct the issues that do not look legal I feel that we would not have so many complaints.

Its owners came in DAILY for 8 days in a row--with photos--and were told "He's not here". Finally, on the last day they noticed a normally-closed door standing open and found their dog. It was in a crate where it had been lying, unattended, for 8 days. It was covered in its own urine & feces and gangrene had set in. They arrived 15 minutes before it was to be euthanized, and ended up having to amputate its leg. It had been there the entire time. Under Eric Blow, anyone who pulled that sort of stunt would have been fired immediately. Under Meloche, that was "just another day". !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Well, guess what, things could also be a HELL of a lot better there with some SIMPLE improvements. Like, let's put in place upper management who, I don't know, have actually WORKED in a shelter before. Novel idea. And, while we're at it, let's get someone who spends more time caring for the animals then feeling up the female employees. Hmmm... Finally, lets stop breaking the law to bring in more money and falsely inflate adoption numbers and actually put that effort towards...wait for it...ADOPTING ANIMALS! That, my friends, is how you decrease euthanasia and create an animal shelter from a "dog pound". Doesn't take a rocket scientist. Johnathan - great article. I applaude your willingness to report the ugly truth so, someday, maybe we can see real change.

If there were only 300 animals and now there are 600 animals where did the extra 300 that were over capicity go? There used to a calender hanging up with day to day animal counts on how many were put down. Sometimes there were over 40 cats a day. Lets just say 20 cats were put down a day * 5 days a week*4weeks. + thats 400 cats a month. At least he tried not to kill the extra 300, but gave them a chance to be adopted. *********************************************************************************** Under Meloche, a uniquely identifiable dog was brought in with a broken leg. I did say however that the old staff did an outstanding job. I knew the kennel manager then. The one they hired new did not do a good job. ************************************************************************************ What's wrong with that picture? For one thing, the fact that the new vet space is NOT STERILE (nor can it be made that way) and yet dogs & cats are being operated on there daily! Who put that in? There is also a closed in area where surgery is performed. The last place had a metal iron tray table and believe me that place was not clean. I adopted a cat that was sprayed there. She is fine. If it were not sterile, she would be dead now from infection. They also used SPOT for surgery until the new vet room was in place. The other just would not do. They also put a trailer back there for the Vet, so she could have an office with a computer and laundry room and bathroom and space for the PR person. The smell is not the septic tank. The smell is from burning animals and it is embedded in the concrete. ************************************************************************************ SPOT is great!!!! WTF? Do you know whose idea SPOT was? Eric Blow's. And do you know where the SPOT trailer spent 99.9% of its time during the Butcher's reign? Parked in the lot at the shelter, being used for a surgery. What good is the legal staff. I'm a female and I have no tolerance for sexual harrassment. That was wrong and he should have resigned. MAS had no adoption program until a former employee created one with Dr. Meloches help. I believe this is what you were saying? Ummmm...Having DVM after your name does NOT make you qualified to run an animal shelter and manage people. Just research Meloche's "success" at his previous shelters if you don't believe me. And, holding the other end of the leash on a detection K9 for a minute in your life CERTAINLY does not qualify you to run an animal shelter. I know, I've done both. MAS needs someone who knows how to motivate, encourage and manage. Someone who has empathy and compassion; not someone who's too good to get their pretty suit dirty. Animal welfare is a tough field to work in and these clowns are destroying the people who are willing and more than able to move that place forward. Like I said, stop drinking the kool-aide and open your eyes!

I worked at LMAS from Meloches first day until the end( 5yrs ), and my name is Jason Gunnoe. There are several things that are misrepresented in some statements made in some of these comments. ------------------------------------------------------------------------------------- #1. There was an adoption program at LMAS before Meloche came, yes he did raise the numbers, but regardless there was one before him. The adoption area was under the auspice of the animal care manager, she is the one who repainted, rearranged , and helped to lift the adoption numbers. all meloche and zelinski did was sexually harrass and retailate against her to the point we are where we are today.---------------------------------------------------------------------------------------------------- #2. Did PandJ euth. animals, because i did and i know that on average the numbers of animals put down on any given day over the last five yrs hasn't changed much. check the numbers they average out pretty close.----------------------------------------------------- #3. Back to the adoption numbers and the animals care, before Meloche they were taken care of by paid full time employees. now dismass workers who make . 63 cents a day take care of them( i mean the daily cleaning and also its not out of the question to have had a dismass give out meds to the animals). Who do you think is going to give a better standard of care? As management you can hold an employee responsible if they aren't doing their job up to standards. with a dismass worker you get on them, then send them back, and request another unmotivated worker who would rather be somewhere else. --------------------------------------------------------------------------------------------------------- #4. Volunteers are great but you have to have a coordinator that is willing to do their job not try to adopt out animals. Oh wait LMAS had two great volunteer coordinators but Meloche ran the first off, a woman I wonder what happened there. The second one was put in the middle of the sexual harrassment petty BS that divided upper management and he couldnt take it so he left to find a job with less drama.------------------------------------------------------------------------------------- #5. Rescues: well if anyone who has commented on this article truly worked or works at LMAS you know they have and do use rescues, that same animal care manager that was sexually harrassed contacted the Rescue Wagon. Which is something that Petsmart does with relocating dogs to parts of the country with higher demand for any particular breed. The rescue Wagon would have taken around thirty animals a month but Meloche in his petty sexual harrassment retailating mindset canceled the deal with a shitty email to the president of petsmart chaities to get back at the animal care manager. The second part is the kicker.... wait for it....And as a bonus they were going to award LMAS with money to resurface the kennels with paint that kills some viruses particularly PARVO!!! How f-ing great would have that been!!!!-------------------------------------------- #6 something about Zelinski trying hard or some bullshit.... I wonder how hard he tryed to not notice all the illegal shit happening under his nose. He was second in charge, now number one and thats freaking scarry, what is he trying not to notice now. oh wait its everyones 4th amendment rights.------------------------------------------------------- #7 Ann Camp used to have Zelinskis job but she was demoted for an email that went out to all metro government questioning some things when Meloche was first hired. The LT.at the time a Lt Ronetia Mathison was fired for being involved. several other employees were given the gastopo tactics of being called to Rudy Davis's office and being threatened with termination, oh and the letters from Meloches attorney. Funny thing was these people he threatened, demoted, or fired all they did was look into his background on Google.---------------------------------------------- Anyways dont talk like you know unless you have been there. Now, go watch and you tell me. And you said you knew the kennel manager, which one Mike potts, bob risinger, or the string of failures to follow, including a trio of ACOs that meloche appointted or the one who slept with dismass workers or the one who failed before her. Potts and Risinger got fired for butting heads with Meloche. Potts for not agreeing to have a dead cow rotting on the property(and other issues they didn't agree on) and Risinger for putting down a feral cat that had butted its head against the inside of a trap so much its nose was almost gone. So lets be specific if we can. Because I know your not talking of the animal care manager who filed the sexual harrassment lawsuit. she did a better job than all the others put together, she actually cared about that place until Meloche ripped it apart. Physically and psychologically he burden the workers at MAS. Now if you are talking of the newest animal care manager then you are talking of more than one person because the job has been split into different positions. Ann Camp is now in charge of adoptions and Holly Hood a former adoption coordinator is Supervisor on the animal care side. And also the ACOs do the best job they can with the misguided leadership they had and have now. For the most part people do what they are told by the boss if they value their job over their principles. And correction you said you worked for Metro better stick to your dept. Karma Good

I vote that we refrain from actually calling this guy "Captain"...Did I miss some armed forces swearing in ceremony? Or is this guy just the Dog Catcher? Moreover, he is the epitome of "Couldn't get elected Dog Catcher". What do we notice first about Wayne Zelinsky? That cheap knock-off "Armani" suit he wears every day...To where? Everyone say it with me now..."THE DOG POUND" That's right. He stuffs himself into his politician's empty suit, and goes to the pound. Once there, he takes a leisurely stroll to his air conditioned office... (bear in mind that the animals have had to endure without sufficient heat and NO air-conditioning since the flood at LMAS), but he and his pack of rear end smooching sycophants most certainly wont be suffering in their newly designed, painted, furnished and above all, air-conditioned offices. And what does Mr. Air-Conditioned stuffed suit do for the exorbitant salary he bilks off of us? Well, as a failed police officer he has been sent to Heaven. He has set up his own punitive system of intrigue and control rather like the Bulgarian Secret Police. He has Jackie Gulbe unblock the usually banned websites like this one and Google from the LMAS offices, and try to spy on Facebook pages, rescue pages, local posts and Craigslist, trying to find out who is "LEAKING" information about them. Anyone suspected of speaking ill of Zelinsky and his cronies is either threatened, pushed out, or terminated on the spot. He has even resorted to erasing e-mails and other electronic communications on government computers which implicate himself, his lackeys, or LMAS in wrongdoing. Not that some smart and savvy computer literate person couldn't revive them in a snap, but this is an official government record of LMAS activities being ERASED by someone accused of malfeasance in his position there. Basically, this man and his little crew of miscreants are too busy trying to play code of silence and cover-up to do an effective job of taking care of the animals. Rest assured that the intrepid "Captain" never goes into the actual kennel for fear of getting a smudge on that fine specimen of Chinese made Armani. Although he HAS been in the kennel before. Twice... Both ended up with a dead animal as a result of his visit. Apparently one of the poor creatures frightened his little girl, and the other one "gave him a bad look"...I know how that dog feels. Does this pitiful Meloche Jr. need to still be employed by the city? Didn't he tell an aggrieved employee to "just forget about" Giles Meloche sexually harassing her? If that was his attitude, then he must feel that endemic levels of deceit and fraud upon the public and his staff are the Standard Operating Procedure at LMAS. I don't know if Metro Councilman Kelly Downard is reading these comments or not. But if you are Sir, I urge you to see to this festering den of favoritism, corruption, and criminal behavior with all speed. There are many employees with LMAS that want to do the best job they can. Fine officers, men and women, who do their duty to the citizens, the animals under their care, and uphold the mission and dignity of their posts. They are in every way undermined in this endeavor by the mockery of the common taxpayer that is Wayne Zelinsky. I don't know what I find more repugnant...The fact that LMAS is still the "Catch and Kill" dog pound it has always been (no matter how much money we throw at it) or that Zelinsky isn't doing ANYTHING to make an improvement over his predecessor. He has appointed staff members to posts who are disastrously and glaringly under-qualified to do those jobs, also at taxpayer's expense, because he only promotes based on loyalty, and probably physical attributes, (remember he supports sexual harassment in the workplace). How obvious is it that the person he appointed to handle adoptions is some bouncy little cute girl he likes to flirt with,? Who isn't qualified to take a short order at Waffle House? The number of adoptions and rescues coming from the shelter is incredibly low compared to the animals that actually go in. Zelinsky has created policies which have repeatedly (and with malice of forethought), alienated the rescue organizations which are the only answers for these poor creatures outside of adoption. There are no trained staff members doing behavior assessments on animals to be adopted. Instead, unqualified former waitresses, bartenders, and Wal-Mart greeters kick, poke and harass the animals and judge the overwhelming majority to be "Unadoptable" for such crimes as..."Looking at me funny", "turned around when I pulled it's tail", "cried out when we pinched it", or other such travesties. Why the tough calls on the dogs? Public Safety? Not a chance...The simple fact is, all a lazy LMAS employee has to do to kill a dog is get 2 people to sign their initials off on it. Rescue takes time, patience, caring, and WORK. And for that reason alone, "Adoptions" at Metro initials off on dogs and cats that deserve a chance at rescue in the thousands. But since it requires knowledge of animal behavior, empathy, and a small shred of human decency to save them, they simply aren't up to the task. Hey Jackie Gulbe! Put a spin on this! The trucks that LMAS uses to pick up animals don't have working air-conditioning in the animal compartments. They are all broken...Just the other day, an officer picked up a family dog, put it in the hot-box for over an hour in 90 degree weather, and allowed it to suffocate. It later died in agony of heat-stroke. If I had done the same (such as leaving my pet in a car) I would be criminally prosecuted. Of course the officer claims that the animal was fine and was checked on many times in that period. Simply not true...What's being done? I think we ALL know the answer to that one. There is one solution to this endemic system of failure, waste, fraud, and abuse. Decapitation... Zelinsky, Gulbe, anyone they have promoted, hired, or supported must be removed from their positions with all due haste. There is no way to "fix" an organization that is unwilling to learn, and this is one of the worst. The entire machinery of LMAS is in tatters, and nearly everyone in a position of control is either an obtuse "yes-man" for that meathead Zelinsky, or is trying to hold onto their cushy job that doesn't require them to produce results. I am tired of them wasting my tax dollars, but even more-so, I am tired of the lies, and political tripe coming from this sad excuse for a city department, as well as the horrendous effect this has on the poor defenseless creatures they are charged and sworn to protect. We need a learning organization. We need leaders with vision, proven management strategies, and strong ethical standards. The mission of LMAS is a sacred trust. To protect the public's health, safety, and welfare... To investigate animal crimes and cruelty... And to provide food, medicine, shelter, and new homes for the animals under their care. If you are doing ANYTHING other than this, you are part of the problem and you need to go. No more trying to impress the Mayor with your fashion disasters, no more showboating it up on TV giving advice about the animals you know nothing about. No more fancy titles, "Captain". I hope you go down with your ship... P.S. I don't work for you Ms.Gulbe, so trying to hack my e-mail off of LEO is futile (as well as a federal crime) but don't let that stop you on my account. P.P.S If you don't want your nefarious schemes leaked to the world Wayne, perhaps the best policy would be to install a door? Or did you spend all your money on bad suits and cheap cologne?

I worked at MAS for over a year, getting rid of Dr. Meloche didn't fix anything, Wayne Zelinsky had NO shelter experience before coming to MAS, everything he knows he learned from Meloche. Cats out there die in their cages everyday, because only a hand full of people seem to even care about them. There were countless times when sick animals have been kept or sent to foster homes, while healthly animals died because there was no room for them. To get rid of the problems at MAS, you first need to get rid of the ENTIRE administration out there. And Jackie Gulbe has NO ideal what goes on in the shelter, the only time she is seen in the shelter, is when she walks in the front door, to order someone to get animals she can put on TV. I never saw her walk through the shelter, unless it was something about the news, and she was trying to make herself and Meloche look good. MAS has had some really good people work out there, ones that would stand up for what is right, but I can quarantee WE are know longer there.

Spot on "iknowstuff"!! Jackie Gulbe is as effective as a cat door in an elephant house. What I really love is that she gets on television and flogs a few dogs to the public, but not always for LMAS. She also puts animals on TV for Shamrock. Last time I checked, she was a city employee and should be doing that for LMAS ANIMALS. Apparently the important part to Ms. Gulbe is being on television. Her other passions lie in using her position to be a pseudo-socialite and plan events at Derby like the Happy Tails Hour. Not that all such functions are bad, but you have MASSIVE problems at the shelter. How does having a few cocktails and rubbing elbows with the horse crowd fix any of them? And as far as Shamrock and Louisville Humane Society are concerned, has anyone noticed that LMAS allows them to cherry-pick the best, smallest, and most adoptable animals? They then market these animals at a premium (based on desirability), and then sell them at a huge profit. While I am glad that these lucky few have escaped the pound, I can't help but wonder why LMAS isn't doing the same thing and making all of that money? (By the way I have a great affinity for Shamrock, LHS, Animal Care Society, Alleycat Advocates, and ALL of the rescue groups. Perhaps they hired all of the competent animal workers?) They say they are under-funded, but when they waste resources by paying unqualified people a qualified person's salary, work up and vet animals and then kill them after the expense, and give away the only asset they can use to make money (outside of licenses, tags, fees, and penalties), what do you do? About Jackie Gulbe..."For the past eleven years, Jackie Gulbe has worked with Metro Animal Services,the Animal Care Society, the Shamrock Foundation, and the Animal Protection Association to promote their animals for adoption. She was a speaker at the Humane Society of the United States’ 2003 Animal Care Expo and received the 2004 Furball Media Award. If you have no real qualifications, best just say so, or best keep quiet. You know how to do that, don't you? It appears that you like to attend galas and conferences (another exorbitant cost to the taxpayer), yet you have an aversion to actually going into the kennel. Such foul and messy things, kennels. And lastly...11 years? Over an entire decade? And show us the mark of your worth. Show me or any other citizen of Louisville why you should be allowed to dine and travel and be paid tens of thousands of dollars per year for this paltry, wretched and contemptible display of waste, fraud, and abuse. We pay for your cell phone. We pay for your gasoline. You probably have a city paid car with city paid insurance. Then there is the matter of your salary, office, travel, meals and per diem. And for all of this, you cannot improve the lots of your department, nor those under your charge? In 11 years? It's more than disgraceful, it is willful incompetence. We shouldn't have to demand your resignation or termination, nor that of your beloved "Captain". if you had a shred of self respect, you would give it willingly to save yourself the shame of exposure and termination come November. If this weren't a lame duck Mayor on his way out, then you would have been gone long ago. LMAS is for the welfare of the animals. It is not your piggy bank, nor is it your own personal cult of personality. Stop looting the treasury. I would ask you also to save the animals, but what would be the point? That's not why you are there, is it?

I don't know what took so long for the Bat signal to reach you, but I'm sure has heck glad you finally saw it and swooped down on our Metroplis! _____________________________________________________________________ Meloche made sure that the good, the qualified and the caring were all fired or forced out of their jobs, and it seems he trained Cap'n Z well to step into his jackboots. While there may be a few good eggs remaining at MAS, the vast majority are either vigilantes who think they are entitled, or a bunch of slackers cashin' a paycheck and not giving a rat's rear end about the animals. ____________________________________________________________________ Like during the flood where the "official" story is that only a dozen animals lost their lives, but an inside story is that animals scheduled to be euthanized that morning were left in their crates on purpose to drown and not evacuated to the Fairgrounds, and the real death toll is much, much higher. _____________________________________________________________________ Revenger, isn't it interesting how Jackie brags about having attended HSUS's 'Disaster Preparedness' training years before that flood last August, but MAS **still** doesn't have a disaster plan? _____________________________________________________________________ Guess those little fur balls really aren't worth the trouble of getting a paper cut over, huh? _____________________________________________________________________ BTW, what size tights and cape do you wear? I have to agree that there is still NO flood plan at MAS, I have to DISAGREE with the comment you made about animals being left in cages to die. I arrived at work that day in the midst of the things, but NO animals were left there to die. The dismas guys and a couple of shelter workers rocked that day. Not thinking about their own safety, they waded through water, nasty water I might add, above their waists to save every animal they could. But management could have prevented any animals dying if they would have listened to the shelter workers that morning, Instead they chose to stay in their offices, with towels at the doors until it was too late. But having a disaster plan is only one of the issues that face MAS everyday. I could be here all day explaining all the other problems, But I guess it's not how well you do the job that you are paid to do at MAS, that makes you a good, dedicated employee, it's how well you kiss ass and get drunk with your supervisors!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Thanks MaskedRevenger and all of the previous MAS employees who have had the cahones to break the silence and talk about what REALLY happens at MAS. Those of us who endured it are heartbroken that this is what it takes to get people talking and, hopefully, to address these issues once and for all! Many others took the "easy" route and chose to keep their traps shut and continue to support the f'd up tactics of the LMAS administration. I hope you all sleep well at night knowing that you are supporting lies and, ultimately, causing more harm than good for the animals in your care.
